What Raid Bosses for each tier will be best?
With the last one change in raid bosses, Niantic kick-off most of the best pokemons to get, and from the situation, when you can get best mons without any difficulty, now it is impossible to get most of useful mons. Really, it is that hard to choice good mons for raids? Why they give as a bosses ultra strong and rare pokemons (like Machamp, Alakazam, Gengar, TYRANITAR...), and when they want to change it, they give us useless mons? Why list of raid bosses can't look like this:
Tier 1- weak mons, 1 stage of evo, but evolve into strong pokemons (good start to build strong team to low lvl trainer) e.g: larvitar, dratini, magikarp, machop, ralts...
Tier 2- Good but not the best mons, also common (low lvl players can get good mon from raid, and candy to power up from wild catches and start building up good team) e.g: vileplume, slowbro, cloyster, sudowoodo...
Tier 3- strong and very strong mons, but ONLY WITHOUT EVOLUTION STAGE or weak with future gen evolution e.g: Jynx, Pinsir, Electabuzz, Magmar, Porygon...
Tier 4- Strong, but not the best pokemons, with use in meta e.g: Chansey, Snorlax, Ursaring, Houndoom, Breloom, Hariyama, Absol...
From this mons we only get 4/18 pokemons with use and having meaning being at each tier. Rest of mons are; useless mons, overpowered mons, or possible chance to get shiny mons. Really, it's so difficult?

I think the aspect of shiny hunting through raids is something Niantic wants to keep because there's clearly a subset of players who are into it.
I agree with your idea that there should be a general guideline for the raid bosses over different tiers and your guideline is a pretty decent one. What we have now is just kind of all over the place and has been handing out top tier mons a little bit too easily.
