What is the most important, Moveset or High CP or High iv?

Currently, I evolve and power up pokemons based on two rules: greater than 93.3%IV and 2800CP of level 40. But someone told me the moveset is more important than high IV. For example, the 100% IV of Gyarados to level 40 is CP3281 while the 88.9% of which is CP3231 which there is no big difference. How do you think about the important of the moveset?

Moveset – attacking.

CP – defending.

Individuals values at their best I believe only make a mon 15% better than a bad one, something like that (might sustain a few more hits in battle). The attack stat is important to CP though as it will be higher if closer to 15, for higher gym placement. With that said, movesets mean more because IV's don't mean enough, if that makes sense.

If your 89 has an A tier set, and your 100 has a D tier set, then your A tier will smoke the latter.

Moveset in general.

But it varies widely between attack or defense, etc. That's why we have boards.

Both have to be considered.
Highest IVs will become highest CP, so higher gym placement, but the different between 100% and 90% is usually like 30cp, so really small. Usually, if it's above 80% you're fine.
I prefer a 85% with best moveset than a 100% with the worst.
