Between the start of the game and gen2 I managed to evolve just 4 dragonites and all came out with Steel Wing(no TMs back then). By immense luck I came across my best catch a 3k Dragonite with Dbreath/Dclaw 91% IV and to date is the only Dragonite I regularly use because its the only Dragon Breath I got and I find it the best low motivation gym sweeper.
Also I`ve evolved a bunch of Gengars but never got ShadowClaw/ShadowBall and sent them to the professor this caught me off guard now I don`t have a shadowclaw Gengar(legacy)
What mon have you had the worst luck with move-wise when evolving?
It's winter in Michigan so I've caught a whole bunch of weather boosted Spheal, I've evolved 7 of them, all to above 2200 CP, but none have double ice moves (actually not a one of them even got Blizzard). So I was wondering if anyone else has had the same kind of bad luck with a certain mon in terms of move sets?

My gen 3 Mon has been Sceptile. Evolved 3 and no leaf blade. Based on averages, I have evolved 8 Walrein and gotten 2 FB/B. It took me 10 evolves to get a MS/SE Rhydon. Both my evolved Tars had IT but it was easy to FTM them. And finally, I have evolved 12 Scizor and only 2 have FC/XS, however those 2 are 100 and 98 IV so I will except that.
I feel ya. Out of the 8 sceptiles I've evolved 2 have LB. 2 of 11 Walrein got FB/B, (at least the 96% one got WG/B so I TM'ed it as the third). However, I've hatched three 98% Rhyhorns. I have evolved them all. The first two got RS/MH, the third got RS/S (since megahorn is legacy now). I'm thinking I should just send any more 98% rhyhorn to the professor and save the candy for Gen 4.
Dynamic Punch.
If I don't evolve a Machamp or catch a Raid Boss Machamp with Dynamic Punch, I don't get Dynamic Punch. If I don't evolve a Makuhita into a Hariyama with Dynamic Punch, I don't get Dynamic Punch. I've wasted 10+ CTM's on 5 or so Machamps and Hariyama's trying to turn Heavy Slam or Close Combat into Dynamic Punch, and every single time it's change HS to CC or CC to HS.
Mine has to be Gyarados. My first 5 I evolved all had twister. This was back before TM's and pinaps so it would take a month or two before I could get 400 candy to try again. It took making twister legacy before I finally got one without.
For more recent pokemon I would have to say Swinub and Machamp, I've evolved or caught close to 10 of each and only have 1 Swinub with an ice charge move and only 1 Machamp with dynamic punch. And unfortunately I only have a couple of charge TMs and my luck isn't great with those, I burned through 5 on my shadow claw Gengar and still don't have shadow ball.
Dragonite and Charizard.
Every Dragonite I have ever evolved (10) got Hyperbeam. And every Charizard (8) got Dragon Claw. If it wasn’t for TMs, I would have quit the game on the day I evolved both of those and got the same bad moves AGAIN. I did put the game down with no intention of returning, but Niantic announced TMs the next day.
Machamp. I've caught or evolved 36 Machamps since he got Counter/Dynamic Punch (only evolved one before that and then mass evolved Machops for XP and trashed them until gen 2) but only 2 of the 36 evolved with that moveset. I had to use TMs to get Counter/Dynamic Punch on my other Machamps.
Golem - I've caught or evolved 73 Golems but only 7 with double rock moves, the other 66 had Mud Slap and/or Earthquake. Also, during gen 1 I never was able to get Mud Shot on a Golem before it became legacy.
If Machops and Geodudes weren't so common where I live, I'd have gone crazy.
Also, even though I've only evolved two Gardevoirs, both had Charge Beam/Psychic and it took me 8 Charged TMs to get Dazzling Gleam on one of them.
