At what level does a Raikou deal more damage than Jolteon?

I'm in a similar situation - two Raikou at level 36, one at 31, and want to power up my old Jolteon a bit more to join the Suicune team.

To figure out the breakpoints, you can use pokebattler. For example, if I enter my level 33 Jolteon 15/11/15 in as the attacker then set Suicine as the defender, you can see that I need to bring it up to level 35 to hit 5 damage with Thunder Shock. You check this by viewing the Combat Log.

Alternatively, there is a spreadsheet that someone posted on Reddit Silph Road to check all breakpoints quickly.

Assuming the first IV you've mentioned is Attack, both will currently do 4 damage with thunder shock against Suicune. Jolts next break point is lvl 35 (one power up!) while Raikous isn't til 32.5

Wild charge will start doing more damage than jolts thunderbolt from about lvl25 though

Since they both have the same fast move it's easy: calculate att stat with iv calculator (not on this site, it don't shows stats, say on pokeassistant or with calcyiv) for both pokemons and check at what level you'll get higher att stat
