Moves function differently in PvP compared to PvE. Here's a quick rundown off the top of my head:
Quick moves have different DPS and EPS in PvP. For instance, dragon breath does higher DPS than dragon tail in PvP. The reverse is true in PvE.
Charge moves in PvE all fall into one of three categories. 3-bar (35 energy), 2-bar (50 energy), and 1-bar (100 energy). In PvP, this drastically changes. For instance, some 1-bar moves may cost 80 energy, which is the highest cost, while other 1-bar moves may only cost 65 energy. This, more or less, balances out what we'd normally consider amazing and crappy charge moves. On top of this, move animation times are removed in PvP as well.

I wish Niantic made this information a bit more apparent in-game though. While I like the rebalance that moves got in PvP, unless you look to third-party sites for information, there's nothing in-game that would indicate just how drastic the difference is in how many of your moves will function.
