In Gen1 (Red/Blue/Yellow), psychic type was incredibly overpowered. The only type that resisted (x.5 damage) Psychic was other psychic types. The only type advantages (x2 damage) against psychic type were bug and ghost... except the only bug and ghost moves that dealt damage were incredibly weak. Also it certainly didn't really help that most bugs and all ghosts from Gen1 were dual typed with poison which, is weak to psychic.
In Gen2 (Gold/Silver/Crystal), dark and steel types were introduced to add foils against psychic. Steel merely resists (x.5 damage) psychic type, but dark both has a type advantage (x2 damage) against psychic and is immune (x0 damage, no effects) to psychic type. Steel also provided resistances to a lot of other types and an immunity to poison type.
In addition to being counters to the OP Psychic type, Dark and Steel helped to balance out the fighting type which was sub-par in Gen 1 games (Blue, Red, Yellow) and pretty much true in Pokemon Go as well. Weakness to Psychic certainly didn't help.
Fighting is super-effective versus both Dark and Steel.
I have for a long time wondered why Game Freak didn't follow the bully/jock trope and make psychic type weak to fighting type. Psychic pokemon usually have frail looking bodies, so big beefy fighting pokemon could have just smashed them hard. I imagine hearing the Batman villain Bane saying "I vill break you."
