What's up with Giratina's Altered form with Unaltered stats?

On October 23, with about six other players and within about the first hour of when the Giratina raids started, I completed a raid of an Altered Form Giratina. It was harder than I thought it would be. Today, October 25, I completed a second such raid with four other players, and it was easy. I captured the Altered Form Giratinas after each raid.

After the second raid, I compared the two Giratinas. Both are level 20. The one I captured October 23 was a 74% level 20 with 2450 CP. The one I captured today, October 25, was a 84% level 20 with 1898 CP. I was astounded by the CP difference. I turned to GamePress for information and found mention of that fact. GamePress states on its "Countering Giratina" page "Of course, the Renegade Pokemon didn’t come without some tricky surprises. For the first few hours after release, Giratina’s Altered Forme had its Origin Forme’s stats without the 9% stat tax some Legendaries have."

If you have the Altered Forme Garatina with the normal form stats, it will be very rare, so hold on to it.

If you have it, I am wondering what happens if you power it up. Will doing so collapse it back to Altered Form stats? Does anybody know?

Also, I have to laugh, we had one noob player among us with his friend showing him how to do everything. The noob captured a 98%er! Now that will be a really rare pokemon! A near perfect Altered Form Giratina with normal form stats!

If you power it up even once, the CP goes down to the Altered Forme's.

I know someone with a perfect one of these. It's just going to be super-rare, but you can't power it or it will drop.
