What EXACTLY Happened to Lapras?

Did it get singled out for a nerf, or were its stats just brought in line with the formula everything else uses?

When they readjusted the CP formula the only Pokemon that was not affected was Lapras, probably it was just after the Lapras event in Japan.
Now that time has passed since the event they decided to make it fair.

Its stats were just brought in line with the formula. They did it late because of the Lapras event in Japan.

What the others are saying is the reason.

I really wish that sites like Gamepress would document this somewhere and provide advice (e.g., "Think twice before investing in Lapras"). I'm not the only one who invested heavily in 2 Lapras only to find them losing 400 CP overnight and no longer making the gym cut.

The question is - Are there any other mons out there (Gen 1 or 2) whose CP is out of line? Can we expect any other one to be nerfed / buffed in the future???

Right now, all mons use the same base stat formula to determine their pogo base stats. Whether this or the CP formula changes remains to be seen. Its not impossible that they will change, but for now as long as the legendaries aren't released, everything is still relatively fair.

I think that part of the reason the formula changed was in anticipation of both gen 2 and the legendaries. I would doubt that it is going to be changed again anytime soon (but there's no way to know for sure).

The CP formula never changed. It was the pokemon go base stat formula that changed, thereby altering all the pokemon's stats, thus changing the CP.

Lapras got exactly 324cp reduction.
