if you need garados why not. I use them on rare pokemons with low cp. Or stage 1/2 evolution of pidgey, caterpie and weedle

Those whose candy I want and those whose candy bring much XP because they have a cheap evolution like Pidgey

If it helps you save time or Karp candies are rare for you than it's a good idea.

I use em on Dratini, Larvitar, anything rare with top tier evolutions where candy is scarce. I only use them on super rares like Snorlax, Dragonair, Lapras if it’s a low CP and I think I can get a good throw at it with ultra ball and just need the candies not the mon.

No. I've used them on magikarp also simply because I don't go down to the pier as much so when I see them I want to capitalize.
I've used them on the starters, rare Pokemon like snorlax, dratini and chansey and just any Pokemon I want more candy of. I live in a city environment so I come across a fair amount of Pokestops so I get them easily. Currently sitting on 50 of them. Ive even used them on horsea to get more kingdra. If it's something I need and its low enough cp where an ultra ball or lower will suffice then that's fair game. If it's a very high mon then obviously the razz is better cause it's better to increase the chance of for sure getting it instead of being greedy and risk losing it.

In practice, the only thing I've used them on since they came out was Machop, so I have enough candy to hopefully evolve one of the good new attacking movesets and power it up.

Any mon with low cp as long as i keep a minimum of 30, if i have less i prioritize in pidgeys (evolve xp) and rare mons in my area. they are pretty common here and only use space of my precious potions (I'm more gym guy than collector)

at the moment im using them on gen 2 and gen 1 starters and their evolutions (caught a meganium yesterday using a pinap berry!! tons of candies). also using them on pokemons rare in my biome, for which im in desperate need of candies. thats it.

I've used some on rarer Gen 2 Pokémon I'm trying to evolve, including Mareep and Cyndaquil.

I encountered a low CP Snorlax so that was an easy choice.

I see a lot of dratinis so they are guaranteed to get a pineapple. I gave one to a low CP Dragonaire but most of them are too hard to catch.

Definitely Larvitars.

I can't imagine using them on Pidgeys or Karps.
