What to do with Poliwrath

Hi all. I have no poliwrath yet, but a ton of candies. So I need an advise what to do. 1) Evolve the one with max IVs and then power it up 2) Evolve the one with max CP and leave it as other useless 'mons.
I have enough strong pokemons so I'm not sure if it can be worth spending dust on it comparing to for instance vaporeon, snorlax, eggy etc.

Poliwrath with Bubble/Ice Punch is a very good defender.

I'd evolve the high IV one and hope for that move set then power it up and enjoy.

Don't power it up, there is no point on defend gym just go for higher cp pokemon.

It is worth evolving the Max IV one, if it gets a good moveset you could keep it for life, and eventually level it all the way up!

Poliwrath's max CP is only about 2500, so in the long run you want as good IVs as possible to help get it up higher. If you evolve a lower level Poliwrath with good IVs and get bubble, then it is worth powering up.
