What to do with my Blissy candy?

Hello. I am a lv 35 player. I play the gym game a lot. I got 13+ 2.8k cp poke for defence. None of them is a blissy thus far.

My question is what to do with my current Chancy candies : 109 candies
My current Blissies: A/D/HP
-2696 cp lv30 12/14/15
-907 cp lv11 2/14/2
1601 cp lv18 15/3/7

My Chancy:
957 cp 33%-42%
805 cp 69%-78%
781 cp lv20 10/14/15

I really want to have a Blissy defender. I do not know what to do. Either Evolve and power up my 87 chancy to around 30ish lv. or power my current lv 30 blissy to 36.5.
Please keep in mind that the gyms around me start at 2700cp.

I would greatly appreciate some advice. Also keep in mind that Im not a native English speaker.

No question for me - I would power up your current level 30 to gym CP level. Moveset is somewhat irrelevant. I have three powered up to 2900+. After that, start to gather for another one!!

I'd power up you level 30 blissey to have at least one good blissey defender. Then continue to save candies and hope you get a better chansey or blissey at a later date.

Your 2696CP (91%) Blissey will be a great defender at 36.5 if you can get it that high. Good luck and enjoy him.

I would power up what you have so that you can use it right away. I am assuming your other 2 Blissey are caught in the wild (that’s amazing) so it seems like you play enough to rack up more candy. Unless you are a real stickler for movesets (and with Blissey this matters the least compared to any other mon) I would say go ahead and power up your already strong Blissey to be usable to you. When you do get enough candy, you have a perfect candidate to power up and maybe you will even come across something better in the process.
