What's the deal with Celebi?

Sorry if it seems obvious to a lot of you but Gen2 is completely new to me, before it was released in PoGo I didn't know a single pokemon of gen2.

Is Celebi in the game right now? What's so special about her? Is she like legendary or something?

To answer the first 1/2 of your question - no, she's not in the game yet.

Celebi is a legendary and will likely be introduced during an event in the distant future

She's not in the game as far as anybody knows
