What to choose between high IVs and high CP

Let's say I got a dratini with 100% perfect IVs but with 50 cp only, and another dratini with 30% perfect IVs but with 700 cp. Now, should I get more candies and power up the dratini with 100% perfect IVs till the max lvl? or should I power the second one which is closer to the max lvl.

Also, when I evolve them, will the evolution have random cp multiplier (like some people say) which would decrease the benefit of perfect IVs (since the chance it's all random anyway to get a better cp multiplier), or it's a static multiplier and the 100% perfect dratini will get the highest CP in the end?

Every evolution has a fixed multiplier, for example dratini to dragonair has a multiplier of 1.79-1.85. You can check out this calculator http://pogotoolkit.com/.
The higher IV Pokemon will have a higher cp in the end but in your example needs more candy and stardust.

Correct me if I'm wrong, but to my knowledge, CP is directly influenced by IV ( ATK and DEF ). You can't get a 100% IV pokemon with crap CP... if it has 100% IV, then its CP is also max... at least, so far, this holds true to all the "perfect" ones I have caught.

Double-check your calculations, if your CP is bad, then your IV is very likely not great either... definitely not 100% ( https://thesilphroad.com/research ).

PS: IV stats don't change after evolving / upgrading your pokemon. Evolving high CP pokemons with bad stats will still result into bad evolutions ( high CP ones, nonetheless, but still bad overall ). That being said, you always want to keep the ones with better stats even if they have lower CP ( you can always raise CP later )... just keep in mind that when evolving pokemons, you might end up with a combination of crappy attack skills... Having a "perfect" pokemon with crappy attacks, will make it a crappy pokemon overall. Ideally, you want perfect stats and the right attack skills.

Sorry but youre wrong, caught a snorlax with 33 cp and it had 100% IV`s = 15 ATK 15 DEF 15 STAM bonus.

@Zysor: Can you perhaps post a screenshot? To my knowledge ( and all the websites I have checked... including the one we're on http://tinyurl.com/hcj6zcv ) a lvl 1 Snorlax ( lowest possible ) can never have less than 38 CP ( that's the absolute minimum for Snorlax )... Either every source I know of is wrong or perhaps you have missed some essential stuff when calculating your IV ( I assume the OP did the same )... either way, I'd love to see a screenshot with that 33 CP Snorlax.

@Zysor: Thanks for the screenshot, it clearly proves my previous statements :) 44 CP is the theoretical maximum CP of a "perfect" Snorlax at lvl 1 ( 100% IV )... which is EXACTLY what you have :) ( you also have the maximum of 31 HP it could have at lvl 1 ).

To repeat: if you have 100% IV, then you should also have maximum CP for the given level... if that's not the case and your CP is lower, then you don't have 100% IV and you should redo your calculations.

I did play around with a "perfect" lvl 1 Drowzee today ( I had one laying around... 15 CP and 12 HP ). Weirdly enough, it got worse the more it was powered up. It started out as "perfect" ( same as your Snorlax, max CP, max HP for lvl 1 ), but by lvl 5, it has lost 2 CP points ( sitting at 143 CP out of theoretical maximum of 145 CP... I think it lost the first CP point at lvl 2.5 or lvl 3 )... I'm not sure why this happened, but perhaps the multipliers that get applied during each power up aren't as constant as I thought they would be for "perfect" pokemons...

It's actually a quite sad discovery because it seems that "today's perfect" might be tomorrow's "meh"... Ok, it still won't be "complete meh", but it won't be "perfect" anymore. You could perhaps try powering up that "perfect" Snorlax a bit and see if he is still "perfect" at lvl 5 or higher... It would be great to know.

PS: Perhaps all these websites and calculators are misleading us by rounding values up... perhaps my Drowzee was actually only 99.9% "perfect" ( not 100% )... in that case, the "flaw" ( 0.1% ) will, of course, become more and more visible the higher the CP values get.
