I believe both the previous answers are slightly off.
The blue glow lets you know you caught/hatched that Pokemon recently.
However, unless things changed in a recent update that I didn't know about, the glow does not fade. It is either there, or not. And it disappears exactly 24 hours after you caught/hatched it.
