What's the best defensive gym IF legendarys could be added?

I was thinking about how easy gyms are at this moment because of a lack of good defenders like blissey/snorlax, now if legendarys could be added, it would be a different story.
What would be the best gym in your opinion? also taking in to account in which order you place them. For example blissy/mewtwo (because he's good against fighting pokemon who are used against blissy)/ ...

Try attacking a gym where the Blissey is constantly fed berries.

Blissey is still the best defender.

1/3/5) Blissey/Snorlax/Chansey
--- Move chansey to first if Gym is at a long intersection to prevent drive by 1 shots of fully drained Blissey

2/4/6) Lugia/Clefable/Mew2

My rule of thumb in spots 2/4/6 is to force away or weakenMachamp & dragonite with either psychic/flying/fairy

I'd also strongly consider a Volt WC Raikou.

HP Lugia and VS/WC Raikou are the only contenders I think. Other 2 beasts will be easy money for dragonite anyway and the other birds will be wiped out out with golem

I think Entei with 230 stamina and Flamethrower would be a good choice too.

Blissey, Snorlax, Chansey and Lugia are safe bets for me.
