What is the attack breakpoint for Raikou against common defenders?

I got a Raikou of 96iv but only 13A unfortunately. I'm thinking to power up it to L30 to counter water defenders such as vaporeon, gyarados and etc.

I'd like to know the breakpoint for 15A vs 13A (around L30) as counter to vaporeon or gyarados. Thanks.

That depends on the level and defence IVs of the defenders, so isn't really possible to say. Gym defenders are pretty easy to KO as is, and so will be a breeze for a lvl30 Raikou regardless of break points :)

Raikou with

Volt Switch:
17 damage: 31.5
18 damage only possible with att 14+

Thunder Shock:
5 damage: 31.5 (att 13) instead of lvl 31 (att 14+15)
