I would say the odds must be insanely low! Probably your brother in law has taken my piece of luck jajaj xD. Have raided 14 lugia, haven't seen a single one above 2015 CP. Have seen all possible CP's from 1996 to 2007, 1992 back to back.

I am starting to think this game hates me sometimes, it is crazy the bad streak I am getting with lugia...btw of those 14 I have only managed to catch 4.

We had a perfect Moltres in a Raid group two days ago, it fled. The guy who hit the jackpot handed his phone to this level 40 guy who seems to be a god to people around here.
