Got my first chance to do a clear weather Vape solo and my team of big grass demolished it. I do not have a Raikou so I was wondering, in clear weather, is it better to run a big grass team against Kyogre than to use Zapdos and 5 big grass?

Yes, in clear weather grass take the lead.

Except over a powered up Raikou with Wild Charge. He's the good outlier, well outside the Paredo frontier. Clear weather makes it closer, but he still wins out on DPS, and on TDO (except over Alolan Eggy).

My level 33 account still can win against vapo using 2 Venusaur Frenzy plant and 4 alolan exeggutor from wild in cloudy weather so no boost.
Venusaur at level 31, Alolan Exeggutor at level 30-35 from wild, i dont bother with alolan IV, i just use the double grass move...
So in clear/sunny weather definitely no need Raikou or Zapdos, cheaper that way. Unless you already have it.
