Weather and incense

So I do not know if I am lucky or not, but i used incense during cloudy and got really good IV Monday based on my weather which was cloudy. 78 Machop and 94 lvl 35 of the new fighting gen 3 whose name is eluding me as I type. Has anyone else experienced this, is this the new Norm? If so, incense is much much better now
