Weather and the boss IV

I found the higher IV mons easier because of the weather. That means we can catch higher IV mons from raid? For example, I catch ninetails from the raid (sunny day). The IV of Ninetails will be higher easily than the other weathers?

Its level will be 25 though
(Instead of 20)

Is it confirmed that it WILL be Level 25, or is it just that you have a chance for between 20 and 25?

Mose bosses will also be more difficult to beat. All of Ninetails' charge moves get a buff in clear weather.
