So, I live in an area where it's hard to get groups together for raids, and many of the people who might show are... incompetent. While I've gotten pretty good at soloing tier 3s,

I've gotten 1 kyogre, 10/10/12, wf/blizzard. While I know there's still time to try for a better one, I'm not hopeful.

The main question I had is whether this is worth powering up, and if so which moveset I'd be hunting.

You'll probably want Waterfall/Hydro Pump for now - once we can put in Legendary Pokémon as Gym Defenders, maybe Waterfall/Blizzard would be a good moveset. But for now, Kyogre is a water attacker, so you probably want a double water moveset.

Yes; I'd suggest waiting until Kyogre is out of gyms on the off chance that you might get a better one. But once it's out of gyms, turning it into a pure Water attacker is a good idea.

If you can get it to learn hydro pump then it's definitely worth powering up. With those IV's it's still by far the strongest water type. But unless you're 100% sure you're not going to get another Kyogre, I would wait as there is no rush to power it up.

It's still definitely worth a power up, absolutely.

I'm sure you could at least catch one more Kyogre in two weeks. Even with incompetent players

Yeah, I'm not doing it now. I'll wait till it's out in case I get another.

The challenge I have is that in my area, even with the discord, there's only 2 gyms, and a real lack of players. I'd say all in all, there's maybe a total of a dozen active players in the area and it's a real challenge to have a kyogre pop up at a time when at least 4-5 people can make it (work, etc, etc), beat it, and still catch it. None of those steps are particularly easy around here.

I got lucky last week when both gyms popped kyogres at the same time so the group we gathered for the first just drove 5 minutes to the second. I caught one, the other escaped.

At level 30 it outperforms a lvl 40 Gyarados in dps (if I'm not mistaken), so it is definitely worth boosting even a mediocre one. However, water will only be useful during Regirock raids (as far as gen 3 legendaries go) so I would hold off on powering up a Kyogre for now, especially because he's not gone yet. Also go Hydro Pump as Blizzard and Thunder suck with only Waterfall as a fast move.

If you are soloing lvl 3 raids it certainly strengthens your ninetails-team.

Being the strongest water type, kyogres are worth powering up. But water types are not that useful right now, if I were you, I would postpone the power up till kyogres are meta relevant.

Attached you will find a 10/10/10 Lv 30 Kyogre vs a 15/15/15 Lv 40 Gyarados vs Ninetails. As you can see, they are comparable. So yes, even the "bad" kyogres are worth powering up.

probably worth power up but not maxing out if you don't get a better one. I agree with waiting until it leaves gyms. remember in the current meta this is more a game of collecting than fighting and competing.
