Wait for moveset changes ?
I just got lvl 29 with 91% machop and lvl 28 iv 93% gastly and lv 30 69% atk 15 iv abra .. so should i evolve or have to wait for new moveset ..i already have 3 lvl 30 machamp with 2 c/dp and 1 c/cc and gengar with hex/sb and hex/sb and alakazam pc/fs and c/fs ..

Consider this: if you wait you might end up with better movesets for the final evolution, and you might end up with very bad movesets (doubt it but could be true).
Evolve now, because if you get a "future bad moveset" you can TM it, well, in the future. If you get a "future good moveset" this moveset might be legacy and cant TM it when you would have waited.
The reason to evolve now would be to up your chances at having a future legacy move on your mons. The downside is that if they get a new better moveset, you're going to need to spend TMs and saving the evolutions would have let you play lottery for the new moveset.
Either choice is defensible, but you can not get legacy moves after the moveset change, while you can always (for most people at least) get more TMs.
