Vileplume - Petal Bizzard
More than one year until now, I've just caught an Oddish of 97% iv. After evoluting it into an adorable Vileplume with Moonblast, I CTMed and got Petal Blizzard. But according to GamePress, Petal Blizzard is better than Solar Beam depending on one's playstyle. I do not quite understand. Should I use another CTM for Solar Beam?

Not useless, just not the best grass type, so most players would rather invest in something that has more potential i.e. Exeggutor.
Yeah, there is a better Pokemon than Vileplume in any and every situation that you'd consider using it in, but that doesn't consider the fact that not everyone has 6 of every Pokemon with best movesets and whatnot, so we use what we're given.
Like it's still going to do a ton of damage to Pokemon that are weak to grass, so it's still useful as yours is already level 30 with no dust investment, but if someone is not in that situation (e.g. Oddish from an egg), then most would suggest not powering a Vileplume, because it'll eventually become unusable when you get better grass types, Exeggutor and Venusaur being raid bosses makes it that much easier to do so.
