I assume you were looking at the "Offensive Pokemon Per Type"-Chart.
Victreebel has a higher base attack. So dmg wise Victreebel is ahead. But you are paying for that more damage with a lower defense.
So in the end it's some sort of question of taste: higher attack aka Victreebel or higher defense aka Venusaur.
