Venusaur. Sceptile's HP is quite low.

Venusaur: Better Quick Move, 28 more Defense, 20 more HP.

Sceptile: Better typing (resistance to Ground), 25 more attack, better Charged Move (Also allows for dodging)

I personally see more use for Sceptile given the current offense-centered meta. Venusaur is tankier, which is lucky given that its albeit powerful Charged Move, Solarbeam, required taking a good deal of hits to get off. Sceptile is frail but strong offensively, and Leaf Blade is a fantastic charged move while also allowing for good dodging.

I see Sceptile like a grass type equivalent to Gengar, in that it'll be more effective with dodging (given the very low cooldown its fast moves have, afaik). It will prey on its resistances to Water and Ground to be really effective. I'm really keen to have a good one, as it's one of my favorite Pokémon :D (I also really like Venusaur, but no as much as Sceptile)

So we should give it a lax incense (which helps it to dodge attacks.
