Venusaur vs Exeggutor against Kyogre

I use Pokebattler to find my highest DPS options for raids.

On every water type, and pretty much anything weak to grass, my BS/SoB Exeggutors show to have greater DPS than my VW/SoB Venusaur. However, I get the opposite result against Kyogre. It's even putting my Jolteons and Dragonites above my Exeggutors.

I was wondering if anyone knew why this is. Exeggutor is usually considered the best grass option and Pokebattler always reflects this except against Kyogre.

I filter by time to win and tried both extreme and clear weather options and get the same results. Exeggutors and Venusaur are level 30.
