Venusaur Question

Not sure the CP of your Venusaur but if I were you I'd take it to =<1500 CP and use it for great league

As for the Bulba I'll sit on it till the opportunity to get Frenzy Plant comes around again, not matter how long it takes. FP is just that good

Moveset is far more important than IVs. Frenzy plant is extremely good, you definitely want that on your team. Level is something that can always be fixed

With your FP Venusaur so low, keep it as a Great League PvP option. Were it higher, I would suggest boosting it as a Water/Rock raid counter.

Frenzy plant is way better than the other grass-type charge moves. U definitely want FP for raids/gym fights/PvP. I have a Venusaur in my Ultra league team. Served me well so far.

Frenzy Plant is more important than a slight increase in IVs. You could take the 13/13/12 Venusaur up to level 19.5 where it will be 1483cp for Great League.

In fact, the 14/15/15 can only go to level 19 without breaking 1500cp. That will be 1469cp and 1pt lower for its atk and def stats.

Frenzy Plant makes a huge difference, Venusaur is barely worth using at all in PvP without it. Definitely invest in the FP Venusaur and take it up to 14xx CP, it's an excellent pokemon in great league.
