Venusaur Question

So I have a 82% hatched ivysaur 854 cp and a caught 78% iv Bulbusaur 692 cp which one would you evolve(ps I want it as an attacker to go with my Eggs and Vileplume.) also the bulbusaur is att/def at really strong and the ivysaur has just hp at best I've ever seen.

Also Bulbusaur never spawns here I got the candy by walking and by going to see my family during the summer who lives in a Water/Grass biome

See where you are at after this event. Maybe you get another option to make the decision easier.

There is a grass event this weekend...I would hold off on evolving a Bulbasaur until next week at least, in case you get something better or more appropriate over the weekend.
