I would say not yet. He has 51% IV which isn't bad but not great and almost has a perfect moveset if he had vinewhip but with a not so great IV and stats likely to be changed in furthur updates in the next few months may want to save your stardust at least until you get something in the 90% IV range with good moves.
He is very good currently though so depends whether you want to play short game or hold out for something better.. If it comes along.
I wouldn't. Stardust seems to grow very scarce the higher you get in levels as powering up your heavy hitters eventually does start costing 4000 Stardust and above.
IF you're really playing the long game, I would save every bit of stardust you can and only use it on at least 90% IV.
But then again, take my word with a grain of salt if you just want to enjoy this game and not worry about all that My experience is, the 90% IV pokemon seem to come by as much lower levels than you are.
I literally spent 80k+ Stardust the other day, just powering up my Dragonite and Vaporeon. Low and behold, just a few hours after that, the update rolls through and nerfs Vaporeon to the ground.
Times are hard, man.
