Venusaur 91% IV with 188 CP, good to power up ?

That's an "A"rated defensive combo and it's in the 90s IV wise, so I'd consider it.

For the life of me I can't find a 90 IV Bulbasaur, Squirtle, or Charmander though.

I would definitely invest in this mon. It's hard to find starters above an 80% IV. If you have the dust and candies, go for it.

This Pokémon would require an immense amount of stardust and candies to power up. The moveset is good for defense, but I don't think there's currently much use for defensive Venusaur. The best use for Venusaur in the game currently is to attack into water Pokémon with it. But for attacking you kinda want Vine Whip anyway. I'd say hold on to it but no reason to power it up at least for now.

No, Venusaur is not the most powerful pokemon and it's no need to waste your dust at such low CP pokemon

I love Venusaur, and I have my own Level 30 82% IV Razor Leaf + Solar Beam one, but you will need to waste so much dust and candy (at least 100k dust and around 125 candy) just to get an decent DEFENDER, which doesn't matter in the long run since everyone and their mother has a damn Arcanine...

I personally love Venusaur, but his utility as defender is quite low. I would wait for a better CP and moveset one. Btw I would evolve an high CP one (close to max CP and at least lev 25) even without a great IV%, as a specialized attacker is really valuable. You won't need to power it up too much
