I have 2 Venonats, Able has CP180,Hp42, Bug Bite 6 and Poison Fnag 15. Baker has CP 157, Hp41,Confusion 12, and Psybeam 35. Baker has such a higher attack, would it be the best one to power up??

There's a lot of information you're missing and misunderstanding. Short answer is that moveset doesn't matter since it changes when you evolve.

Long answer: You need to calculate what level the Venonats are first, and from that calculate which has better IVs. Also the moves they have, even if you weren't going to evolve them, have different attack speeds so the damage per second can vary. Also, powering up in general is a waste of candies because evolving gives you experience and requires candies, and the main limiter on how strong your Pokémon can be is what trainer level you are, so you probably shouldn't power anything up in the first place.

Bug Bite has a 0.45 sec cooldown, so that move's DPS is 13.3.
Confusion, instead, has a 1.51 sec cooldown, so its DPS is 7.95.
If you check the Moves List page onto this site, you can see similar calculations for the special attack.
You should also check their IVs, and consider that, if you evolve them, they could change their moveset!
I suggest to power up only a Venomoth!
