Vaporeon with Water Pulse

I caught Eevee with good IV. So I evolved him. His charge attack is Water Pulse. Is this Vaporeon useless?

Definitely not, it's arguable that you have the best vaporeon since that's a perfect defense moveset. Vaporeon's water pulse is one of the most annoying gym defender moves. Power him up and stick him in gyms.

They're great on defense. A while back I was busting down a gym with a AT vap and a WP vap with very similar CP in the lineup. I consistently had a much harder time on the WP vap. Have you ever attacked into one?

No, because i live in the village, and here isn't gym. And i am not in city everyday.

Of Vaporeon's three charge attacks, Water Pulse has the lowest damage per second. But Water Pulse still has higher defensive DPS than Water Gun and on defense can be used more often than the other charge moves which gives you an overall higher average D_DPS.

a High iv Vaporeon is never useless. Water pulse is good for defense, for attacking is a little weak and annoying to use charge move after each 3 WG though.

If you're attacking with a water pulse Vaporeon, you shouldn't be using WP at all! Your DPS will actually be higher if you stick to only using your primary attack.

That said, a WP Vaporeon makes a great defender, and is more than worth powering up.
