vaporeon maxing up question

Where i live eevees are super rare somehow i managed to get this 97iv lvl 29 eevee evolved it with the rainer trick and what did i get water pulse. Should i juice this mon to the top is water pulse good.

Not as good as Hydro Pump for attack, in fact it is worse than Aqua Tail for attack. Not as good as Aqua Tail for defense.

The choice is yours.

Absolutely power this Vaporeon up! Yes, thanks to the move rebalance WP is inferior to both HP and AT (on attack as well as defense), but it's not a bad move. Besides, with these IVs your Vaporeon will most likely have a safe spot in level 10 gyms.

Long time ago I got a vaporeon exactly like this but lvl 20. In my area vaporeon's CP doesn't guarantee a gym spot (it's a bit low, believe it or not) so I never powered it up. After the last moves rebalance I feel reassured that it was the right decision.
If your area allows vaporeon in gyms and you lack high CP defenders go ahead. It's already high level, so you don't need to invest so much stardust

You can never go wrong with vaporeon in defense, you can try to maximize the potential with aqua tail, but hydropump and water pulse are almost the same thing in defense, because it will probably launch one hydropump in fights but will launch 2 water pulses at least and sometimes three, especially when the ai launch the second and third 2bar move in a row

besides if the attacker dodge the hydropump, that vaporeon will just autoattack and more likely wont even try to launch another one

for defense 2 bar moves are the best, 3 moves are good if the damage is good

And for attack, water pulse is inferior not because damage, because of the cast, but still can spam quick attack and be good, vaporeon is just good pokemon in general no matter what, but yeah to maximize potential, hydro or aqua tail are better
