Vaporean - 77% iv wg/hp or 88% iv wg/at
Like your opinion on which vaporean to choose to powerup? Wish to include it as one of my top 6 offensive team ( which currently lack a water-based mon ). I got 2 possible choices ( stats are order of Atk/Def/Hp ). Assuming stardust and eevee candies are sufficient.

1112cp 88% 15/11/14 with watergun/aqua tail
In this database, wg/at is ranked as A together with wg/hp, though other db ranked it more badly. Thus abit in the dilemma....
Answers
First one is almost perfect as attacker. Sure you will have maybe 10 hp less than 100% Vaporeon, which is absolutely unimportant for attacking vaporeon.
Your second one is potentially good defender for gym placement. I would power it up as well eventually. Sure, it's CP is a bit on low side, so you kind of have to drop extra stardust on it. You might hear something like "wait for better one", and this can work too, especially if you already have at least 10 high-cp gym defenders. If not, it's good candidate to become one. That 5k stardust per day from 10 gym, isn't something small. It's about 150k stardust per month for basically doing nothing. (that depends on your local gym situation and if you in dominant team on not however)
Vaporeons with wg/hp as moveset are hands down my most favourite attackers in Pokemon Go as they can basically dodge any quick & charge attack while being able to pull out about 3 water guns in between your opponent attacks.
While your second vaporeon has a moveset suitable for a defender, I wouldn't invest any dust in it. You'll definetely get a better vaporeon in the future.
Remember that stardust is rare. From my own experience I can tell that once you get to a high level you will regret investing stardust in non-optimal moveset / low cp pokemon.
Thanks all for the comments. I've decided to powerup my choice 1 vaporean ( ie 15/14/06 wg/hp ) as my attacker.
I did the iv calculator and noticed that even with the relatively low stam stat, this only translates to a 7 hp difference at max lvl when compared to perfect IV ( ie 210 hp vs 217 hp max ). Also the cp difference is only like 54 against perfect iv, ie 2762cp vs 2816cp
These kinda small difference doesn't seemed necessary for me to hold on for a better IV one, since eevees, though not rare, are also not common in my vicinity too.
Having to wait for a high IV/high cp eevee and the RNG to evolve to vaporean ( coz already used the rainer trick once ) with yet another RNG for the best moveset, really not worth it to hold on for such small differences.
