Using map trackers
I caught a Dratini with IVs 15/15/12, level 35 weather boosted, but with a map tracker. I walked about 1 km to the location on foot.
So many players here drive around for high IV mons on the tracker, that the mons I've caught with trackers on foot are really nothing much compared to those that they have caught.
I evolved another shiny Dratini with IVs 8/8/8, level 34, randomly caught.
