Use Quick TM for Machamp or Dragonite?

What's more valuable for raids and battle? Machamp with Counter/Dynamic Punch
or
Dragonite with Dragon Tail/Outrage

I have one Quick TM and can change one of those 2 poke and since they only have 2 possible moves it's a guarentee I get those move sets.

I am guessing Machamp

Machamp for Tier 4.

Agree. Machamp is now the best Tier 4 attacker in the game.

Wohoo that means I can get a Karate Chop / Dynamic Punch Machop -

Actually I don't believe you can because Karate Chop is a legacy move
