use of IV number
After studying the mechanic of Pokemon stats I can't understand, why there is so much noise about IV number. IV can be from 0 to 15. Let's take it average 7. For my 25lvl vaporeon basic stats are approximately above 100. So low IV reduces total maximum stats just about 7%. The higher level the less impact. Where am I wrong?

Preface: I'm one of those guys who makes noise about IVs.
While it's true IVs don't make a huge difference, they do more than simply an little extra hp. Consider the difference between Snorlax A (0/0/0) and a perfect Snorlax B (15/15/15). The extra 15 of each stat translates to Snorlax B having 12 more HP (24 while defending), dealing 8.3% extra damage, and taking 8.3% reduced damage. That means your perfect Snorlax will defend 8% longer, and take out 8% more of the attacker's pokemon along the way, giving you a 16% increased chance to successfully defend the gym.
For a nerd like me, those behind-the-scenes numbers are awesome, but higher IVs also have a more obvious psychological benefit. Snorlax A's CP is 2698, while Snorlax B is 3112. That's an extra 414 CP worth of "go find an easier gym to fight, noobs."
