Use Evolution Items on Top IV or Top CP?

I have the evolution items for Oddish and Poliwag and I've been saving both my highest IV and my highest CP mons.
The issue: Both of these mons evolution item evos (Bellosom and Politoed) are worse than their standard evos (Vileplume and Poliwrath)

Initially I had figured that since evolution items are so rare I should use them on my highest IV mons to get the most "definitive" version of the mon. But seeing that their alternative are better I'm now hesitant.

Last bit of relevant info: Despite my rabid perfectionism, I'm unlikely to use any of these mons, except maybe for prestiging, and I'm unlikely to waste my dust maxing these functionally useless mons.

So: highest IV? or highest CP?

i would go for iv, because the items are rare plus you can always increase cp but not iv

Something that a perfectionist might consider is optimizing a mon for prestiging. It has been posted on here before, that the ultimate prestiger IV's are 0 Attack, 15 Defense and 15 Stamina.

This gives the bulkiest pokemon for a given CP (say 1200 for a prestiger).

Bellossum has a decent base stat spread for a prestiger, got a little bit of bulk with a bit lower attack stat. In addition Leaf Blade is an amazing prestiging charge move, the letdown for me is the longish cd on Razorleaf and additionally it's a high DPS not EPS quick move.

If she could get Vine Whip/Leaf Blade she would be amazing imo. Anyway...

I'd try to get one with a low attack IV and higher defense and stamina IV (defense slightly more important because she has more base of that) and hope for RL/LB for a nice prestiger.

Pretty sure the same principle holds for all prestigers, in that you can optimize their bulkiness (important for a prestiger) by choosing ones with low attack and high def/stam. Won't make a huge difference with some mons, it's all about the satisfaction of trying to find that last few percent of performance.
