I would bet in ho-oh plus all beasts for december with gen 3, or just (and more probably) the official release of ex-raid system with mewtwo (i don't think they will hold it till next year). Also i don't think in ho-oh as a ex-raid boss, since lugia wasn't, just if it turn into one.

The Unreleased Legendaries
Excluding Gen 3, what do you guys think Niantic intends to do with the rest of the legendaries (Mew, Celebi, and Ho-oh)? I'm especially curious about Ho-oh. Do you think Ho-oh will be available to battle/catch before or after the release of Gen 3? And, do you think, like Mewtwo, Ho-oh will be an EX Raid boss or a normal legendary raid boss, like the legendary birds and beasts?
My assumption is that Ho-oh could potentially be the next main focus for next month, once this month passes and the time is up for the beasts. Or, next month, Niantic might devote their time to improving the EX Raid system, which may include Ho-oh as an additional EX Raid boss. Then, like Gen 2 at the start of this year, Gen 3 will be released at the start of next year. But, I could be wrong, since Niantic stated before the Halloween event that the rest of Gen 3 will be released during early December, so realistically, both Gen 3 and Ho-oh will probably be released simultaneously. Unfortunately, I'm not exactly sure how Mew and Celebi will be handled.

I mean, we've already had each of the legendary beasts for a month. Their time has definitely come and gone lol.
I'm not even sure how the EX Raid system would "officially" work. A lot of people don't seem too pleased with the way it's currently being "tested", so let's see what becomes of it next month. I wouldn't mind Ho-oh as a regular lvl 5 boss, I don't think people would want Ho-oh around for a monthlong, though haha.
I hope you can only get Ho-oh if you got six invites to Mewtwo. Why else would there be a limit on the number of Mewtwo raids a player can do? It would do an incredible Job making the casuals and many of the dedicated to rage for a month. Release em like whoa afterwards that's fine. They should be available to everyone just not right when the launch.
