Probably tier 5. The legendary birds will be raid bosses from the 13th to the 20th (one week). Mewtwo will be the tier 5 boss from the 20th to October 23th (5 weeks).
Regirock is supposed to finish on the 20th, so I’m not sure if it will be mixed in with the birds or leave a week early. Hopefully the latter.
