Tyranitar counters: Poliwrath missing, why?

Why there isnt any mention about Poliwrath being as Tyranitar counter in defender tier list?

Tyranitar has weakness for water and Poliwrath has bubble which generates energy very fast Tyranitar has douple weakness for fight and poliwrath has dynamic punch. Poliwrath will resist every possible move set Tyranitar can get.

That is even more odd. His stats aren't bad. His attack is lower than Machamp, but his defense is slightly higher, with stamina being about the same.

and not only defense being higher but also he gets extra bulk from resisting all moves of t-rex.

I know polis bubble cant match up with counter in dps, but bubble generates energy 50% more faster and still he doesnt get tiny mention on tyranitars page?

Nobody want poliwrath, becoz of the low cp(they though low is weak)... but take my advice... never follow other...their never know actual value each pokemon... trust ur instinct... i have 6 poliwrath... kick ass all rhydon and tyranitar ez like paper...
