Two vs. One
I have two Rhydon. The first is at 98% lvl 35,5 and the second one at 80% lvl 31,5. I want to power up at least another one. The options are either to power up a 98% 15a from lvl 20 to lvl 31,5 or take two other Rhydon with 80% 14a lvl 26 and 78% 13a lvl 25 to the same level. The dust investment is pretty much equal. Which way would you choose?

Rule of thumb for me is to always invest your precious dust is on 95.6 and up Pokemons. (Wish I have been patient myself and/or read through in here earlier).
You already have 2 leveled Rhydon. If there is really no actual need, you might as well wait for perfect ones that are almost always useful in defending and most importantly, attacking.
