I think every one above 20 shoul can be raid depend the level of raid bos

* : lv 20 above
** : lv 25 above
*** = 30 above
**** = 35 above
Its could be fair enough for all player

Lv 35 should can raid legendary.
Because im Lv34 and i can enaugh defeat lv 10 gym with some blisy.
LoL....
Lv 40 is soooo hard to reached.
