Trainer level to catch max cp wild pokemon?

You encounter Pokemon UP TO your level, so 30 is when you start seeing level 30 Pokemon. You can however power up Pokemon up to your level +1.5, so even if you catch some at 29 you can bring them to 30 with 10k Dust and 10 candy.
