I have a top percentage Rattata with quick attack and dig is there anyway i can make it a viable gym fighter?

What are its IVs?

All 15s. it has perfect ivs and is at 431cp

Wait till they add HMs to the game

what are HMs?

I meant TMs, and I was joking. TMs and HMs were items in the main series of games that could be used to teach pokemon moves that couldn't normally be learned by levelling them up.

Vaporeon with ice beam would be nice.

It will take too much time to beat a lvl 10 gym with a rattata..
Maybe u can evolve it and use it for friendly gyms or otherwise give it a wonderful nickname and be proud that you've got a perfect one!
