I used charge TM on my Bite Fire Blast 93% Tyranitar. He got B/C I already have a B/C level 32, if I use another charge TM can I get FB again or is it guaranteed to get Stone Edge?

My guess is there is no guarantee,but if you are willing to try, maybe you can report back your result.

FYi I beat tyranitar raid boss caught him after level 20 82% with B/SE so I always just just power him up and use charge on something else but only attack of 10.

Not guaranteed. It will roll either of the other moves, so 50/50 chance for Stone Edge or Fire Blast. I would stick with it as is until you have an excess of TMs.

Keep the one you have. A reroll can get you FB again and then you will have wasted a TM for nothing.
