Can anyone confirm to get a TM reward the raid needs to be level 3 or above?

I received 1 fast TM and 2 charged TMs from a single level 4 raid.

i got one fast TM for a lvl 2 raid

I did a three star raid today around noon and got a charged TM. Hope that helps.
