TM notation in move set ratings on GamePress

What do they mean? I'm referring to the superscripted "TM" beside some of the moves on the move rating list.

I believe it refers to a fast/charge combo that never was available de novo in the wild or by hatching but could only be achieved by TM because one move is legacy and the other was introduced after the first was removed.

For example, Dragonite with:
Dragon Breath/Outrage TM
Dragon Tail TM/Dragon Claw

The unmarked move is legacy. If you have a pokemon with that move, then you can use a fast or charge TM to get the move marked TM.

Marking the legacy move might make a little more intuitive sense, IMO.

Legacy moves are marked with the asterisk, *. If you know of Pokémon who don't have their legacy moves marked you could perhaps contact someone who can edit it. Or even better, edit ot yourself if you're able.
