I have a 98% arcanine with fire fang and fire blast, should I use charge tms to go for wild charge?
No. You should be using your TM on meta relevant pokemon. Or at least on pokemon that are useful, arcanine is not the case.
If you're a new player you should focus on building a decent team. Check tier lists on this site to find out what you will be needing.
If you are a veteran player who has 30+ cTM and just wanted to use them because they take space, then go ahead and TM your arcanine.
Certainly not, leave it as a fire mon and may find some use if you are very short in that area. CTM's are far too rare to use on a mon who doesn't have stab on Wild Charge, there are much better electric alternatives out there. It is an ok defender with WC but no better than a host of others. Electabuzz & Magneton both have gen 4 evos if you can't power up a decent Raikou or Zapdos. If your need for electric is now then evolve some high CP Eevee's & go for TS/TB Jolteon. Alolan Golem has access to Wild Charge with stab & has decent attack but unfortunately Volt Switch is very very slow. Electric not particularly relevant atm so I wouldn't say you're in a rush, hope that helps.
Why would you? It's outclassed by several non-legendaries as an electric attacker and the best one is the obvious Jolteon that's easy to get.
Arcanine just isn't a very good pokemon at the moment, but a double fire moveset is the most useful for it, at least it can contribute somewhat to soloing a few raid bosses if high enough level.
EDIT: Jolteon is so much better that any moveset except VS/T outclasses Arcanine. A single FTM and a single CTM guarantees TS/TB or TS/D, both of which outclass all other non-legendary electrics.

Well you I didn’t explain why you wanted Wild Charge on your Arcanine in the first place. People already showed that using him as an electric attacker is a poor choice. You have some to spare I just say try it. Maybe even get Snarl/Wild Charge and throw it in a gym for fun.
Everyone seems adamant about it being a poor choice but I feel like it is pretty obvious there are better choices for pure electric DPS. Wild Charge is a cool move, heck I think with Snarl/WC I think it almost does better neutral damage anyways

Arcanine is a poor attacker, sure. With the legacy move Flamethrower being just passable. But if you like it (I sure do) and it's already a decent level. Might as well use it as a fun defender.
As a defender, Wild Charge is Arcanine's best choice as it is multi bar and has type coverage for one of his counters.
