Yes, catch another pokemon with higher IV.

In gen 7 they introduced the "bottle cap" - a very rare item that can boost IV. During most of the main series this item did not exist, though.

It's gonna be an awesome addition to any serious trainer's arsenal but no, I do not want it here in PoGo. First, it's gonna be abused by cheaters. Next, the fun and fulfillment in Pokémon Go is to catch (we don't have much yo do in this game anyway) good IV Pokémons and getting your desired movesets when evolving them. Thrown in your newly found friends and newly formed alliances and you get a (supposedly) awesome game.
